Following the money: Why rural homes often fall outside municipal rates

In this election, Newzroom Afrika is following the money – asking what residents pay into their municipalities, what municipalities collect, and what citizens get in return. But in large parts of rural South Africa, that relationship works very differently.Across the Eastern Cape, substantial modern homes are being built on communal land. Because many of these properties are neither surveyed nor individually registered in the conventional property system, they generally do not appear on municipal valuation rolls and therefore do not attract conventional property rates.At the same time, many of these communities receive limited municipal services.So what does that mean for municipalities trying to raise their own revenue and for residents deciding what local government should deliver?Newzroom Afrika’s Sipha Kema follows the money in Mbhashe.

  • The blacks are building all over without proper town planning its been happening for decades and its getting worse !!! This isn’t truly owned by the people building here i can see a disaster happening very soon !! Imagine black south Africans crying they have no land when in fact they getting it for free!!!

  • Cart before the horse. Where in the 1st world did they EVER think of quality of life before survival. Before swlf actualisation. Not in Europe, not in UK, not in USA. No successful, sustainable economy was EVER created like this. The monies ti build these house was derived in a serviced based economy – not tangible product creation and exchange. Value. STILL creaming off the top of a 2nd to none 1st world pre 1994 economy, now floundering drastically.
